Article II - Structure
Section 1. MEMBERSHIP
2.1.1 General. The membership of the council shall consist of:
a. Representatives
b. Officers
c. Ex-Officio Members
2.1.2 Representative. The representative of the council shall consist of all regular and extended temporary staff (regardless of funding or hours of work) employees of Gallaudet University:
a. Executive/ Administrative
b. Professional Staff
c. Clerical/Secretarial
d. Technical
e. Service
f. Maintenance (non-union)
2.1.3 Executive Officers. The officers of the council shall consist of:
a. Chairperson (the "chair")
b. Vice-Chairperson (the "vice chair")
c. Recording Secretary
The duties and manner of election of the officers are set forth in Article IV below.
2.1.4. Ex-Officio Members. The following persons shall be ex-officio members of the council:
a. Immediate past chair
b. Other invited administrative officers and staff members.
Ex-officio members may participate in council meeting discussion. With the exception of the immediate past chair, ex-officio members do not have voting privileges.
2.1.5. The chair may appoint a parliamentarian from the voting membership. The Parliamentarian is responsible for maintaining order in council meetings as per to the most recent edition of Robert's Rules of Order, Newly Revised. The parliamentarian should be knowledgeable in parliamentary law.
2.1.6. Eligibility for Nomination and Elections: To be nominated for elections and to be elected as a member of Gallaudet Staff Council, a candidate:
a. Must be a full-time or part-time, regular or extended temporary staff of Gallaudet University
b. Cannot be a probationary employee (with less than six months of service at GU)
c. May be an exempt or non-exempt staff employee
d. May not be faculty
Section 2. REPRESENTATION
2.2.1. Representation in the council for each department staff be based on the relative number of staff employees with the goal of one (1) representative per every one hundred (100) staff employees.
2.2.2. The council shall review its composition every year before elections. This review shall evaluate the relative size of the council's constituents to ensure equitable representation.
