SHORT BIOGRAPHY International Consultant – Dr. Kemp conducted training workshops at various countries in Far East, Central and South America, the Caribbean islands, Middle East, and Europe since 1980. His most recent trips were in Thailand and Vietnam (1998 – present) as a visiting professor in the area of sign language teacher training programs. His area of interest is training people to communicate in gestures to prepare them for travel abroad. In addition, he is both a undergraduate and graduate faculty in the area of ASL studies. He recently went to Koh Pennyi, a fishing Muslim village in Thailand ,and discovered that there are four deaf islanders, all males, who use Thailand Sign Language. He is in the process of writing a paper about his recent activity. This year, Dr. Kemp was invited as a technical expert on Information and Communication Access at the "Gathering Inputs and Recommendations for the Development of the National Law on Disability" held at Ha Noi, Vietnam on October 3, 2008. He spoke on the behalf of Deaf Vietnamese as he had made frequent trips to serve as a visiting professor at the Cao Dang Su Pham in Dong Nai Provience (Teaching Training Center) near Ho Chi Minh City. The law makers are in the process of drafting a law on disabilties as a result from "The Convention on the Rights of Persons with Disabilities" that the United Nations adopted on December 13, 2006 at the United Nations Headquarters in New York.
