Kelly serves as the chief financial officer, treasurer, and senior advisor to the President and Board of Trustees on all matters related to the fiscal, physical, and human resources of the University. He provides overall leadership, direction, and control for the Division of Administration and Finance consisting of more than 300 employees in the departments or offices of: Finance, Budget, Facilities, Institutional Technology, Interpreting Services, Physical Plant, Press/Bookstore, Program Development, Reprographics, and Safety and Security. Kelly also administers the institution's legal affairs and directs the development and implementation of policies, programs, and practices to support the mission of the University.

Kelly has been the Vice President for Administration and Finance since 1988. Prior to that time he held various positions in Gallaudet's Finance Office and as an accountant for a private firm in Massachusetts. Kelly graduated from the University of Massachusetts, holds a graduate degree from Babson College, and his Juris Doctor from George Washington University.
