Student Health Insurance and Waiver Information

Gallaudet Health Insurance Requirements

Gallaudet University requires all full-time students to carry medical insurance.  Part-time students can elect to purchase coverage, but it is not required.  You can obtain insurance through the University plan, a family policy, Medicare, Medicaid or individual coverage provided online or through a local insurance broker. 

As a full-time student, the charge for the Gallaudet plan is already on your bill.  If you have other insurance, it is essential that you waive the Gallaudet plan by August 31, 2015 to remove the charge during your online business registration.  If you received a waiver last year, you are required to do it again this year if you do not want to purchase the Gallaudet plan.

Although Medicaid in most states does not provide comprehensive coverage in the District of Columbia (DC), we now consider Medicaid from any state to qualify for a waiver of the Gallaudet plan.  However, this form of coverage is likely to require far more planning and coordination on your part to seek coverage within your home state.  Local non-emergency care, except for DC/MD/VA Medicaid, will likely not be covered.  You may want to set up a savings account in case you need a local doctor for any non-emergency follow-up visits, routine care, or preventative tests or service.  Uninsured amounts might exceed the cost of additional insurance.

Gallaudet Insurance Plan

Gallaudet's plan is less expensive this year because the coverage has been reduced.  If you were enrolled in the program last year, please look over the coverage and decide whether the plan will continue to meet your needs.  If you waived the program last year, please look over the coverage and decide whether the new plan will meet your needs.  A summary of the coverage is below, and you can purchase it online through Business Registration until 8/31/15.  Aspects of Gallaudet's plan that have not changed are:

  • Global in its scope of coverage;
  • Comprehensive in its coverage of ER, inpatient/outpatient hospitalizations, physician visits, lab work and tests; in its coverage of both physical and mental health; in its coverage of services to prevent and/or treat chronic conditions; and in its coverage for unanticipated sickness and injury;
  • Access to wellness information; and
  • The ability to add spouses/domestic partners and dependents to the coverage.

The overall cost of the Gallaudet policy has significantly changed.  In exchange for the lower premium, the Gallaudet plan now transfers certain costs back to the student.  Specifically:

  • Prescriptions are only covered if received from an in-network pharmacy, and then the prescription is paid at 100% after a $25/$50/$70 co-pay.  There is no coverage for any prescription out-of-network;
  • Deductibles are now $1,200 in-network ($250 last year) and $2,400 out-of-network ($400 last year);
  • The coinsurance has dropped from last year's 100% to 80% in-network and 50% out-of-network (except ER visits which will be paid at 80%);
  • Nothing connected to an intercollegiate sport, regardless of whether the injury is sustained in a practice or a game or travel to an off-campus event; and
  • There is a stop-loss on retained costs (deductible, coinsurance) but only for in-network expenses.  As long as you stay in-network, you should not be out-of-pocket more than $6,600.  There is no limit to your responsibility for payment of services provided out-of-network.
  • Online Insurance ID Cards Only:  Once you are enrolled, you will receive an email with instructions on how to create your account and to print your health insurance card. Please click here for additional information.


This annual coverage starts on July 15, 2015 to July 14, 2016, and is automatically billed to you if you don't waive the coverage.

You can get additional information about the program from United Healthcare Student Resources at 800-767-0700 or customerservice@uhcsr.com.  To see if your current doctors are in-network, visit http://www.uhcsr.com/lookupredirect.aspx?delsys=52.  If you choose to continue seeing doctors who are out-of-network, or if you are enrolled in an internship or other program outside DC and have no in-network options, you'll want to increase the amount in your savings account.

Gallaudet Insurance Purchase & Waiver Deadlines

Below are the deadlines to purchase and waive the Gallaudet Insurance Plan for the 2015-2016 academic year by semester:

  • Fall 2015 - August 31, 2015
  • Spring 2016 - January 19, 2016 (new spring students only)
  • Summer 2016 - May 16, 2016 (new summer students only)


How to Waive the Gallaudet Insurance Plan

Applying for a health insurance waiver is a two-step process. You must complete both steps listed below before your insurance is waived:

  1. You must also attach a scanned copy of the front and back of your health insurance card with your student ID during Online Business Registration. 
  2. You must submit the health insurance waiver request online through your Bison account during Online Business Registration. Please click on Self Service, then Online Business Registration, then Student Health Insurance.  On the left hand side of the screen select waiver form.  Please complete all the required information.


Your health insurance will not be waived unless you complete both steps of the health insurance waiver process. If you have any questions, please email us at student.accounts@gallaudet.edu.

Gallaudet Insurance Waiver Confirmation  

Once you have submitted your health insurance waiver request through Bison and Online Business Registration, you will receive two emails.

  • The first email will be sent to the email address that you entered informing you that your health insurance waiver request has been received successfully and it will be reviewed.
  • You will also receive a second email verifying whether your waiver has been approved or denied.


How Part-Time Students Purchase the Gallaudet Insurance Plan

Part-time students are not required to have health insurance. However, if you are a part-time student and would like to enroll in the Gallaudet Insurance Plan, you will need to purchase the plan through your Bison account during Online Business Registration.  Please click on Self Service, then Online Business Registration, then Student Health Insurance.  On the left hand side of the screen select purchase form.  Please complete all the required information.

Gallaudet's plan might not meet the needs of every student, so each student should determine what coverage is best for his/her specific needs.  Consider your past use of medical insurance, the increased retained costs, and your available financial resources before making a waiver or purchase decision.

Notable benefit changes for 2015-2016

IMPORTANT NOTES:

  • Your private health insurance card must be valid and current (must be accepted for use in Washington D.C. metropolitan area including Maryland and Virginia), comparable to Gallaudet's student health insurance. 
  • Gallaudet can accept Medicare Part A and B from all states. Medicaid in most states does not provide comprehensive coverage in the District of Columbia (DC), we now consider Medicaid from any state to qualify for a waiver of the Gallaudet plan.  However, this form of coverage is likely to require far more planning and coordination on your part to seek coverage within your home state.  Local non-emergency care, except for DC/MD/VA Medicaid, will likely not be covered.
  • If your insurance card is deemed as unacceptable or your private insurance carrier declines your coverage, you will be responsible for paying for your health care expenses that you may incur and health insurance costs. Please be sure to verify your coverage in the DC metropolitan area with your private health insurance carrier before you submit your waiver request.
  • Your waiver request will not be processed by Gallaudet if you do not provide a copy of your private health insurance card online during registration before the semester starts. You will be charged for the health insurance if your card is not acceptable or if you have not submitted your request for a waiver successfully.

Costs Not Covered By Insurance

Every registered full-time student is eligible to use Student Health Services (SHS). Students are charged a $125.00 health fee per semester with tuition. The $125.00 health fee is not to be confused with health insurance. Certain charges are not included in the $125.00 health fee, i.e. medication, vaccinations, and laboratory tests. For a complete list of charges not included in the SHS student health fee, please contact SHS directly. A fee is charged to anyone who is not a registered student. Fees for services at SHS are billed directly to the student's account at Student Financial Services
