The University Council is a centralized, deliberative body of governing bodies and administration. It is intended to be a channel for leadership development and communication among and between constituent groups and university administration.

The University Council strives for transparency and collaboration with the Gallaudet community. For this reason all faculty, students and staff are welcome to watch the University Council meetings.
The University Council shall consist of twenty-two (22) individuals, each representing a specific constituency. The number of representatives per constituency is shown below, along with their terms of office.
