On Nov. 1. 2017, Brett Casey, the CEO of Deaf Services, the largest end-to-end provider of services for deaf and hard of hearing people in Australia, discussed a major change in Australia’s national disability insurance system.

The system replaced a long-standing block-funding model with a consumer-based one that allocates funding to individuals with disabilities on a needs basis. This change means that deaf Australians get individualized funding and choose the services they need.

Casey reviewed how his company adapted to ensure that consumers’ needs continued to be met. He also highlighted some of the barriers that deaf people are encountering with this paradigm shift in funding.
